Costing Information

The Municipality of Wawa is looking at a costing from the O.P.P. because:

• Over the past few years costs to provide municipal policing have risen significantly placing an undue burden on the taxpayers and taking dollars away from other  municipal services.

• The cost to provide adequate and effective policing as mandated by the Ontario  Provincial government cost more for a small municipal service because there is no  economy of scale that comes from shared specialty services. These are available with  an O.P.P. contract.
 
• The Council of the Municipality of Wawa wants to make sure that fiscally responsible  government and services are delivered at the best price possible. This will allow  Council to hold tax increases and free up dollars to improve the quality of life for  all residents if policing can be delivered for less money.

• Current staff will be employed with an O.P.P. contract or dealt with fairly should  they not decide to transfer.

The O.P.P. Costing Process

This process consists of 15 steps outlined below. As each step is completed the status will be changed to an F

Formal request for O.P.P. costing by municipality (supported by Council Resolution)

Ministry decision to approve costing by O.P.P.

Preparation of costing proposal by O.P.P. (includes consultations, collecting information)

Costing proposal forwarded to Council.

If requested by Council, costing proposal presented to Council.

6.

Council communicates any additional policing requirements to O.P.P. and Step 3 is repeated, if changes significant.

7.

If Council votes to accept O.P.P. proposal, it passes a Resolution that is sent to the Minister of Community Safety & Correctional Services and O.P.P. Contract Policing Bureau.

8.

Letter from Minister of Community Safety & Correctional Services acknowledging receipt of Resolution.

15 days from receipt of resolution.

9.

Municipality requests disbandment of its police service through the Ontario Civilian Commission on Police Services (OCCPS).

10.

OCCPS sets date for Disbandment Hearing in the municipality.

Time required determined by OCCPS.

11.

OCCPS provides its Decisions on the disbandment to Council and O.P.P.

12.

Upon receipt of OCCPS approval, the O.P.P. commence transition activities including Human Resource issues (ie. uniform and civilian members of Wawa transferring to O.P.P.), training and equipment issues.

Up to 8 weeks.

 

 

 

13.

O.P.P. forward submission to Minister of Community Safety and Correctional Services for approval & execution.

14.

O.P.P. forwards finalized policing Agreement to Municipality for signature.

1 to 2 weeks.

 

 

 

15.

Agreement commences on stipulated date and police officers and civilians who transfer to O.P.P. are sworn in.
